Pyxel Edit is also a popular used tool for Pixel Art and a lot of people use Spriter Pro aswell. Some people claim Cry Engine looks the best but honestly I always found UE3 and UE4 to be the best looking engine there is a unique look to Unreal Engine games that you don't get anywhere else.
And Cry Engine doesn't have to bake lighting like UE4 so it works way faster when developing but apparently the UE4 lighting looks much better because of such a feature in the first place.
There is also cry engine and lumberyard both free AAA engine. You should also put in Game Maker its often considered a better engine for a pure 2D games than Unity You forgot to put the part where UE4 requires you to pay 5% only if you make a certain amount of money I think $50K USD and Unity requires you to buy the software for $1500 if you make $100K off your game. Ok now I have never helped anyone before (I live on a small tropical Island with few people so there is nobody to help) so here goes this is my first time!
